化学工程与技术浙江省高校重中之重学科&生态染整技术教育部工程研究中心开放基金申请指南(2017年度)

一、指导思想

本学科将开展该领域的应用基础研究和原创性研究,建立与国际先进国家进行学术交流的平台和窗口,瞄准国际前沿进行科技攻关和高水平的科学研究,并促进和加快科技成果的产业化进程。本学科欢迎国内外专家学者在本“指南”范围内提出申请。对具有新思路、短期内有突破前景,同时有其它研究项目支持背景的申请,将优先给予支持。

二、自由申请课题的资助范围

根据浙江理工大学 “化学工程与技术” 浙江省高校重中之重学科的建设规划和目标,以及生态染整技术教育部工程研究中心的建设目标,2017年度本学科开放基金自由申请课题的资助方向为以下几个方面:

(一)生态染整与功能性染整技术;

(二)染整和造纸的污染控制与治理;

(三)绿色化学与功能化学品;

(四)纺织染整基础研究与检测、表征技术;

(五)新型催化材料、机理及应用研究;

(六)新型精细化学品的结构设计、合成及应用;

(七)其他相关内容。

三、命题申报课题(优先考虑)

1. 用于纺织品数码印花颜料墨水的超细纳米颜料制备及分散稳定技术;

2. 棉织物的过氧化氢低温高效漂白催化剂研制及机理研究;

3. 天然纤维与活性染料的反应动力学计算及新型活性基团的分子设计;

4. 适用于羊毛表面改性的酶制剂开发;

5. 纤维素纤维的低温交联技术;

6. 纺织品光固化数码喷墨涂料印花机的研制开发;

7. 环保型耐久阻燃整理剂的开发及阻燃机理研究;

8. 纺织基材表面纳米微球自组装结构的稳定化。

四、项目申请
1. 凡从事化学工程与技术学科领域基础研究和应用开发研究的国内外科技工作者均可申请“化学工程与技术”浙江省高校重中之重学科2017年度开放基金。(注:开放基金第一申请人必须是校外人员,项目组成员中至少须有一人为浙江理工大学化学工程与技术重中之重学科人员)
2. 凡申请本学科开放基金资助的研究课题,应符合本指南所列的资助范围。优先资助前瞻性、探索性、前沿性、交叉性强的研究课题和国际合作研究项目。
3. 申请人根据学科公布的开放基金主要资助方向或命题申报课题选题申请,并填写本学科开放基金申请表一式两份,经申请者所在单位签署意见后(国外申请者由本人签字后)寄交本学科,并将申请表的电子稿发送至邮箱yqli@zstu.edu.cn 或 jshao@zstu.edu.cn
4. 申请研究课题的期限不超过两年。从即日起接受申请,截止日期为201791
5. 每个项目申请金额310万,视具体情况而定,特别突出的项目可酌情增加。

欢迎国内外一流青年科学工作者前来进行高水平研究工作,促进本学科创新研究团队的发展。

五、项目审批

由学科学术委员会对课题的选题、研究方案的可行性、申请人从事研究工作与完成课题的能力、经费预算的合理性等提出评审意见,经学校批准后执行,并报省教育厅备案。参加评审的有关人员对评审人员的个人意见及申请者的研究技术方案等材料不外传。

六、项目管理
1. 课题申请者在接到批准资助通知后,应按批准金额、研究年限和评审意见,在15天内编写研究工作计划,并签订项目合同,报本学科核准后开展工作。经费的使用严格按《浙江理工大学省重中之重学科开放基金管理办法》执行。
2. 课题负责人须每年一次向本学科提交课题进展报告和经费开支报告。
3.课题结题时须提交课题总结报告及相关资料,包括:①发表学术论文的复印件,著作;②专利证书复印件;③获奖成果证书复印件;④经费决算。本学科将组织验收小组对开放课题完成情况进行评议,经学科负责人签字后批准结题,交研究生部备案,并上报省教育厅。

4. 开放基金课题所取得的成果(含论文、专利、工业化成果、获奖等)归浙江理工大学和研究者所在单位共有,论文第一作者或责任作者(通讯作者)的第一署名单位为浙江理工大学Zhejiang Sci-Tech University或浙江理工大学生态染整技术教育部工程研究中心[英文写法Engineering Research Center for Eco-Dyeing & Finishing of Textiles (Zhejiang Sci-Tech University), Ministry of Education of China], 并注明“受化学工程与技术浙江省重中之重学科和生态染整技术教育部工程研究中心开放基金资助(项目编号)”[英文写法: Supported by Open Foundation of Zhejiang Provincial Top Key Academic Discipline of Chemical Engineering and Technology, and Engineering Research Center for Eco-Dyeing & Finishing of Textiles (Zhejiang Sci-Tech University), Ministry of Education of ChinaGrant NumberXXXXXX] 未标注的成果不得作为课题的结题验收材料。

5.本学科负责人有权检查研究者的工作进展情况和经费使用情况,对经费使用不当或难以继续完成任务者,将给予纠正或停止资助。

6. 在规定的课题年限内,研究者若要中断或延长研究时间,需提出申请,经各研究方向负责人及约请35位学术委员会委员同意后,方可延长研究期限。

Application Guide for Open Foundation

1. Guiding Ideology

The open foundation is set to sponsor the fundamental research and the innovative research in the field of Chemical Engineering and Technology.

It preferentially supports the projects showing innovative ideas, great prospects, or which have been partially supported by other research funding.

2. Funding Scope of Free Application Projects

According to the development plan and construction goals of the Zhejiang Provincial Top Key Academic Discipline of Chemical Engineering and Technology and the Engineering Research Center for Eco-Dyeing & Finishing of Textiles, Ministry of Education, the open foundation application scope of unspecific projects will focus on the following aspects:

l Eco-Dyeing & Finishing of Textiles;

l Functional Finishes of Textiles

l Green Chemistry and Functional Chemicals

l Pollution Control and Waste Treatment in Textile or Paper Engineering

l Fundamental Research, Testing Methods and Characterization Techniques for Textiles;

l Novel Catalytic Materials, Mechanism and Applications;

l Structure Design, Synthesis and Application of New Fine-Chemicals, etc.

3. Funding Scope of Proposition Projects (Priority)

l Preparation and dispersion stabilization of ultra-fine nano-pigments for textile digital printing ink

l Preparation of low temperature and high efficiency catalysts for hydrogen peroxide bleaching of cotton

l Calculation of the reaction dynamics between natural fibers and reactive dyes and the molecule design of new reactive groups

l Development of enzymes suitable for wool surface modification

l Development of the low-temperature cross-linking technology of cellulose fibers

l Development of the digital inkjet printer for photo-curable pigment printing of textiles

l Development of the environmentally friendly and durable flame retardant finishing agents and study on the flame retardant mechanism

l Stabilization of the self-assembled structure of microspheres fabricated on textile substrate surface

4. Application

4.1 Both domestic and international experts and scholars engaged in the fundamental research and application development in Chemical Engineering and Technology are encouraged to apply for the open foundation. (Note: In the project team, there must be at least one memberfrom Zhejiang Provincial Top Key Academic Discipline of Chemical Engineering and Technology, but they are not allowed to be the first applicant).

4.2 The prospective, exploring, pioneering, and interdisciplinary research projects and international collaborated research projects will get priority to be funded.

4.3 Applicants can choose any topic within the application scope orfrom the specific projects, and fill the application form which can be downloaded from the website at http://acedf.zstu.edu.cn/and sent to the e-mail address: yqli@zstu.edu.cn or jshao@zstu.edu.cn.

4.4 The project durationshould not exceed two years. And the application deadline is September 1, 2017.

4.5 The funding for each project is RMB 30,000-100,000.

5. Evaluation and Approval

The academic committee will evaluate the proposals according to the research topic, the feasibility of research approach, the reasonableness of budget, the ability of applicants, and then give a general advice about the project approval. The approved projects will be announced at website http://acedf.zstu.edu.cn/, and be noticed by email.

6. Management of the funded project

6.1 The applicant should complete a research plan and sign a project contract within 15 days when his/her application is approved.

6.2 The applicant should submit a report for detailing the work progress and the funding expenditure in the middle of the project duration, and submit the published papers funded by the open foundation at the end of the project, also need to report the research outcomes.

6.3 The research outcomes including papers, patents, industrial achievements, etc. should indicate “Supported byZhejiang Provincial Top Key Academic Discipline of Chemical Engineering and Technology, and Engineering Research Center for Eco-Dyeing & Finishing of Textiles (Zhejiang Sci-Tech University), Ministry of Education of China”, and the first affiliation should be Zhejiang Sci-Tech University.

6.4 Head of the academic discipline has the right to check the research progress and the funding expenditure, and to correct the funding usage or even terminate the funding if it could not be reasonably used or the project is difficult to continue.

6.5 During research period, if the applicant wants to extend research duration, he/she should submit an application about that. If it is approved by the academic committee, the duration extension can be allowed.
